City Council present in person: Mayor Jimmy Mize, Council Members Roy Boldon and Jay
Anderson. City Council present virtually: Council Members Amelia Fischer and Kathleen Belanger.
1. Called to order at 4 p.m.
2. Pledge of Allegiance.
3. No one spoke during Open Forum.
4. No items were removed from the Consent Agenda
5. CONSENT AGENDA: Items included under Consent Agenda require little or no deliberation by
Council. Approval of Consent Agenda authorizes the City Manager or his designee to
proceed with conclusion of each in accordance with staff recommendations as reflected in
the minutes of this meeting.
A. Minutes for November 29, 2021, November 30, 2021 and December 6, 2021 Special Meetings
and December 7, 2021 Regular Meeting.
B. Consider appointing a representative to the Deep East Texas Rural Transportation Planning
Organization (DETRTPO) of the Deep East Texas Council of Governments (DETCOG)
Council Member Jay Anderson moved approval; motion duly seconded by Council Member Roy Boldon
and carried by unanimous vote.
6. REGULAR AGENDA:
A. Consider a request by Dr. Ross Chiaramonte, owner of 300 East Main Street (Regions
Renaissance, LLC) for additional credit on his utility bill resulting from excessive usage due to
running toilets at the property.
Mario Canizares, City Manager, reviewed the details of the request. The City credited Mr.
Chiaramonte's account for the full amount of sewer charges ($378.34), a late payment fee ($83.95) and
reversal of sewer charges on the October bill ($62.17). Mr. Chiaramonte is requesting that an
additional amount be credited to his account.
Mr. Canizares stated that an additional credit of $208.72 would reduce Mr. Chiaramonte's water bill to
the average amount he normally pays per month.
Council Member Jay Anderson moved that staff make an adjustment to Regions Renaissance, LLC
utility bill of an additional $208.72; motion duly seconded by Council Member Roy Boldon and carried
by unanimous vote.
