04-10-2017Members Present: MINUTES TO THE PLANINNG AND ZONING BOARD April 10, 2017— 5:00 p.m. City Council Chambers Matt Turner, Jay Anderson, Don Mills, Sally Ann Swearingen, Members Absent: Jason Reina Others Present: Larissa Philpot, Jerri Turner, Jeff Opperman, Laurah J. Johnson, Willie B. Scott, Laura Lopez. 1. Call to Order: Commissioner Turner opened the meeting and called it to order at 5:00 p.m. 2. Approval of Minutes: November 14, 2016 Regular Session: Commissioner Swearingen made a motion to approve the minutes. Commissioner Anderson seconded the motion and the motion to approve passed unanimously. 3. Consider the request for approval for a plat, Florence Kirk Johnson Subdivision, located on Rho Street. This request has been submitted by Opperman Surveying. City Planner, Larissa Philpot explained the request. She stated that this is a large parcel of land and they are dividing it into two lots. This dedicates a Right of Way to Rho Street. The public uses this street although there has never been a formal Right of Way dedication. This will also give legal access to people across the street. This property also contains several utility easements. Commissioner Swearingen asked if Lot 2 has access to Pat Street. City Planner Philpot stated yes, they have the use of Pat Street as well. Jeff Opperman stated that he wanted to thank his clients for cleaning up these utility easements and right of ways. They have been awesome to work with. This will benefit the city as well. Opperman also acknowledged that Philpot was leaving the City Planner position to take another position in another department and that he appreciates all the great work she has done for the city. Chairman Turner asked if there was any further discussion and there was none. He called for a motion. Commissioner Anderson made a motion to approve the request. Commissioner Mills seconded the motion. This request was approved unanimously. 5. Consider the request for a variance of the sign ordinance for a wall sign that exceeds the allowable sign size which is located on property at 2111 North Street. This request has been submitted by Chipolte/Bakers Signs.SVO2017-01. P&Z Minutes Page 1 Chairman Turner requzed himself from this item because of a conflict of interest. He turned this over to Commissioner Anderson. City Planner, Larissa Philpot, stated that this is a signvariance can either her presentation and that none of the parties are here to represent this item so the boar and make a vote or table the request until the next meeting. They were sent letters but are not present. Commissioner Anderson asked for a motion to continue or to table the request. Commissioner Mills made a motion to table the request. Commissioner seconded the motion and it was unanimously tabled until the next meeting.
